Founded in 1981 as a small Parents’ Day Out program, The ELC has blossomed into a vibrant, high-quality early learning center serving families for more than four decades. Rooted in the heart of the Wellington Heights neighborhood, The ELC has become a cherished cornerstone of early childhood education—growing, evolving, and nurturing generations of children with joy and purpose.

While The ELC is a mission of St. Paul’s United Methodist Church, it proudly operates as its own dedicated entity, committed to providing exceptional childcare and preschool experiences for young learners. Every aspect of our program is built on the belief that children learn best through play—where curiosity is encouraged, creativity is celebrated, and discovery happens naturally.

Guided by our vision, “We believe all children are entitled together in this place to experience God’s love—where faith, imagination, and learning go hand in hand,” The ELC strives to create a community where every child feels valued, supported, and deeply known.

For over 40 years, families have trusted The ELC as a place where children grow not just academically, but socially, emotionally, and spiritually. And we’re honored to continue that tradition—welcoming each new generation with open arms, playful minds, and loving hearts.

Meet Julie Hanlin, Executive Director of The ELC at St. Paul’s

Julie Hanlin serves as the Executive Director of The Early Learning Center at St. Paul’s, where she has been a dedicated member of the community since 2012. She holds a Bachelor’s degree in Early Childhood Education from Northwestern College as well as a National Program Administrator Credential, bringing both expertise and passion to her leadership role.

Born and raised in Cedar Rapids, Julie is deeply rooted in the community and is also a proud mom to two beautiful daughters. Outside of her work at The ELC, she loves spending time on the golf course and traveling with her family. A devoted sports enthusiast, Julie can be found each fall cheering loudly for the Iowa Hawkeyes and the Kansas City Chiefs.

Julie’s warmth, experience, and commitment to early childhood education make her an invaluable part of The ELC.
